Inscriptions?

i came back to the game after a couple of months and i've seen that there are insciptions that give 15^50 to any weapon now?!?!!? wtf? can i use the inscriptions on weapons that aren't from nightfall or does the weapon have to be from nightfall to be inscribed?

Has to be from nightfall with an empty inscription slot.
