I am running a Mo/Nec trying to asend, And i am having a hell of a time doing so

I have search up & down for a build & settings and can't seem to find
can someone be so kind

retribution+reversal of fortune might be a good choice too

No, the dopple won't use healing breeze since it only uses it to counter degen so you can use it while it won't. I imagine it would use RoF freely.
