so...

I beat the Venta Cemetery mission, but i can't find anywhere else to go, and no primary quest givers.

Any help please?

I believe after completing that mission, you were returned to Kamadan and right in front of you want a guy with a green "!" over his head.

Go back to Kamadan and find a guy, in the docks area (not the Sun Docks) - it's in the southwestern part of Kamadan - and he will give you the quest "The Consulate is Called".
