Missing Shipment quest bugged?

Okay, I know this quest worked before, with my Paragon. Now I have a Mesmer, and I find the shipment, but its not letting me pick it up. Anyone else having this problem? I tried yesterday, decided to skip it and move on, came back today, still can't get it.

It's bugged for my boyfriend as well. And the dye quest too. He's given the woman 3 flowers already and she wont give him the reward. It just pops up as the reward dialogue every time he speaks to her.

This quest was fixed with the update of 11/8/06 - I tried it with my characters and it worked
