It is for quickly creating and modifying PvP weapons, without the need to reroll a full character, just for minor equipment switches. It allows you to fully customize your character with every mod, rune and insignia you have unlocked for PvP on your account.

However, it is important to remember that the equipment is only for PvP, if you're looking to gear up for PvE, you'll have to find it through more traditional methods (merchants, drops, players etc)

I believe he meant the tab for skill template/ item template. Not the pvp screen for being able to change armors, weapons, etc.
