Factions char in Elona...

I have a Factions char in Elona, and have been able to get to all the places on the island except Beknur Harbor..when I go over the bridge to Breknur, it's gated. Can't find a quest to take me there...anyone know ?

I was just running around the Istan Island earlier with my Canthan Ranger, and there was no locked gate. I have completed about 11 of the missions so far, so maybe you have to complete some content first.
