Considering they can drop almost anywhere in factions and drop in UW and FoW, and can be salvaged and traded in, in NF. No I don't really think they are, people are lazy/have no luck, so they buy from merchant. Inflated is 15k Ecto, the 6k now is a fine price. Considering the armor will cost about as much as 15k Kurzick/Luxon.
