+damage mods on caster weapons

I asked this over on GWO, and no one seemed to know for sure, so I'll throw it out over here

Since Nightfall was released I've noticed that a lot of collector/crafter staves and wands have a +damage mod built into them- usually either "+15% damage while enchanted" or "+15% damage while health over 50%".

Does this mod apply only to damage done while attacking with the staff itself, or does it also apply to any damage spells cast while the staff is equipped? It seems pretty useless if it's the former; if it's the latter I might have to get one of those for my elementalist

i beleive spells have only been tied to the attributes, so unless the staff/wand has +1 xx% then i highly doubt anything else will effect the damage you output

That's what I thought... I've just been confused seeing all these collector and crafter +damage wands everywhere. It seemed kind of silly to me that they would put such a useless mod on so many weapons.

I guess they would be better than nothing but a +energy mod would be better. If you go back to an early game area the +damage would help deal a little more damage for killing the lowbie critters without using skills.

Yeah, wanding damage bonus only. Skills aren't affected.
