Hammer is probably the most annoying from a caster's perspective. Especially if you go Shock hammer. Shock/Backbreaker is a real pain, but the downside is having to build 10 adrenaline for your combo. Devastating Hammer charges fast and synergizes well with Furious Blow, but it doesn't KD for as long.

Could you please give a certain specification of maybe the area this caster would be at? At least profession names maybe? Dealing with a certain profession would be a little more specified, but I guess like the above poster, a hammer warrior will do. Add along at least a condition removal so you have some chance of going agaisnt this caster. If this caster starts throwing up melee hexes, I would say goodbye to winning agaisnt him in a fight.
But in Summary, until you specify more, I would say hammer with Plague Touch or Mending Touch, or Sword with "You Are All Alone!" and plague touch/mending touch, so you won't at least be shut down by a blind bot or midnight mesmer.

If they are using a hex to inflict burning (Mark of Rodgort I think it is?), then a W/Me Devastating Hammer with Hex Breaker is probably your best bet. Plague Touch isn't very useful against burning, which tends to have a short duration.
Another option you might consider is using Headbutt on a sword W/N, and Plague Touching dazed onto your enemy. Then you can just Frenzy and interrupt all their spells before spiking them down with Sever/Gash/Final. The downside to this build is that it's very energy intensive, since it has 3-4 energy skills and Headbutt alone costs 15e. A zealous sword swap would help, and you can switch back to a vamp when energy isn't low.
