PC Shamanic Wand

Lookin' for an idea of value on this thing. I don't have a Rt, and we didn't get any Rt Heroes, so there's no point in keeping it regardless of its value (or lack thereof).

It is as follows:

Shamanic Wand of Quickening
Lightning Dmg: 11-22 (req. 9 Restoration Magic)
Halves skill recharge of spells (Chance: 10%)
Inscription: "Don't Think Twice"
Halves casting time of spells (Chance: 10%)
