PvP problem

It's not a technical issue, would have been better asked in Q&A subforum.
Anyway, that's how it is supposed to work. Now you create pvp toons exactly as pve toons. When you're done customizing it, you will find yourself in Great Temple of Balthazar, ready to choose the secondary profession, runes, armor and equipment.
