Lieutenant Insignia

Im kinda struggle with what this insignia actually does. What it says is:
1. Reduce hexes duration by 20% (that's clear to me)
2. Reduce armor by 20 (that's clear as well)
3. (Reduce) damage dealt by you by 5% (wtf!?)
Aren't that way too much penalties apply to just only 1 buff?
Thoughts?

Since HoD doesn't craft AL 80 armour, I can understand where the armour penalty comes from. Anet obviously must feel that even then the lieutenant's helm was overpowered if they did this to the insignia. On the bright side, this means you can get the low armour piece off of your head where it can do the most damage.

they sell them at rune trader usually, not very expensive i believe. Very nice for runners.

Last I checked the Lieutenants Helm from Henge of Denravi had been updated to show the same stats has the Insignia.
