Can I add upgrades to make it worth more or is the base item what dictates the price?

I have an Insightful staff head Plus 5 energy and some other ups....???

colour, mods etc, but its still a collectors item you can mod it as much as you want and wont get very much for it.

No. Collector items are worth only as much as the mods on them.
