Q about Half skill recharge of skills

Basically i have two booning hero monks and i want to get them the Divine staffs from the collector Rahvu just outside of Remains of Sahlaju.

Now them if i buy them the Divine staff:-

Energy+10
Fire dmg 11-22 req 9 divine favor
Half skill recharge of skills 20%
Dmg+15^50

Would the Half skill recharge of skills 20% recharge my protection spells as well as the divine ones?

I know theres protection staffs but i like the Divine skin.

All max damage Staffs now have 20% Recharge to all Spells.

If that is the exact skills list then yest the half recharage is for all skills and not just divine favor.

Requirements and such are always on the same line. With the listed staff the requirement only applies to the damage (req. 9 DF), the energy and recharge are usable by anyone. The damage +15% only triggers when health is over 50% so I guess that is another req.
