Buying skills

If I buy the skill package from the online store does it carry over to PvE?

technically but they are considered unlocks and as such you must purchase unlocked skills from vendor in game for guild wars gold and skill points

To add to Killer's post, yes you need to purchase these skills for PvE characters, however all the skills of a campaign you have unlocked will be available at any skill trainer from this campaign (which means you can immediately buy in the newb areas skills you normally get only later in the game).
