I think that Anet has noticed that there are kinks in the hero armor system. I think one of the things they need to address is that you can only have 1 hero headpiece. On all my characters (like im sure on yours) I have different headpieces on for differeny builds. I think we should either be able toget runes for hero's for free or; be able to have multiple headpieces for your hero.

I don't see why this is needed. I only have one headpiece for all my chars (excluding for my 55, but that's needed for the -75 health), and I can do plenty fine having a curses rune and headpiece on my necro when I'm a mm. It's not like you need to have that extra from the headpiece. And it's not that different for any other class.
Plus, how many runes do you find from enemy drops to equip your heros with anyway?

The only thing it costs you is a use from an expert salvage kit.
Hero armor cannot be broken while salvaging. I carry all 3 runes for my necro hero, and can change them at will by salvaging off the headpiece and then putting the appropriate one on for the next mission. It doesn't take up any more storage space than carrying around the varying headpieces for each hero, so the only drawback at all is the cost per use of an expert salvage (16 gold).

Well, with monks for instance some places you may want go prot. and other places you may want to go healing. In addition to the salvage thing. I will not carry to runes around in my storage all the time for my heros. It would be a waste of space.

It takes up the exact amount of space as carrying multiple headpieces, which is what you suggested in your OP.
