I personally feel that other than the feeling of accomplishment that there is little incentive to try and win in the Hall of Heroes. It is very hard to get there, nessesitating much PvPing through Random and Team Arenas, then going through the Heroes Ascent. I think that a special rune that endow benefits like +5 Energy or +3 marksmanship/expertise/energy storage/whatever without any negative health effects would be a big incentive for people to try and get there. Even if you didnt get a rune you could use they would be so valuable it would be worth the effort anyway. Of course since they would be so powerful there would need to be some way of preventing people using them becoming too powerful. To this end i think that they should only have an effect if your continent has favour of the Gods.

I doubt we'd ever see anything like this, Guild Wars is about balance, not so much about the country with favor retaining favor indefinately due to additional rune functionality... If you think only Europe and America get favor now, imagine what the best PVPers would do with another 75 health (not to mention if you could use more than one, 16 of one attrib, 15 of another, no health loss...)

HA has and still is screwed up. Don't need to get the fame farmers something to look forward too for their fame farming.
On another note, all people are suppose to have a equal chance, this definately would break it.
