It means that the 33% longer condition stacks with other things that could make the condition last longer.

stacking in this case just means that if a skill were to give a condition like bleeding for say 10 seconds then a barbed mod would make it last for 13 seconds instead.

i think it means if u used a skill that extends the duration of your conditions, the 33% would stack on top of that as well

I believe it will stack with skills that cause said condition to last longer, making using a barbed weapon with a skill that lenghtens bleeding (If there is one)extend even longer than the skill or weapon alone.

Lol, the concept of stacking is a thing that commonly exists in MMOs. As someone pointed out, in this case, it means that one extension of a duration of something stacks on top of another.

In the case of a Deep Wound in GW, you can probably extend the length of a duration of a DW (stacking). However, you can't put a Deep Wound onto another Deep Wound, lowering health and reducing healing by an additional ~20%, or whatever it is, on top of the 20% that was already applied once (non-stacking).

Basically durations sometimes stack in GW (with weapon mods or with skills like Mantra of Persistence), but applications of effects usually don't (DW, Spiteful Spirit, etc can't be piled on one on top of another).
