No. It enhances weapon damage. Including your wand/staff.

also note it only works if your weopon hits for Fire damage, so if u have a bow it needs to be a fiery bow, or if its an axe its need to be a fiery Axe or if its a staff it needs to be any of the ones that do fire damage . But other than that point it works for all weopons

It's a piss poor spell for an elementalist. I think they buffed it to the point that it's very playable on a warrior in some environments; If I recall correctly KGYU was running it on a hundred blades warrior (perhaps It was during the offseason, I don't even remember that well) but it was significant pressure to the team, at least when he was allowed to rage on you. The degen was more significant of course, and it's not like it's going to easily crack someone, but the damage can be pretty nice sometimes. There's a variety of reasons you don't want to play it, but if you're just messing around It can be fun.

It isn't so bad when you're a wee young elementalist without a huge selection of spells and a moderate energy pool. Use Conjure to attack and get the bonus damage while energy is regening or spells are recharging.

By the time you grow up a bit you have a wider selection of spells to choose from a larger pool and some energy management options so it becomes much less appealing.
