Summary:
Use Soldier's Fury to hurl spears at high speed, for higher melee damage and faster building of adrenaline for the conditions of bleeding and deep wound. Also uses the shouts "Watch Yourself!" and Anthem of Flame, to boost the armor of the party and spread around lots of burning. These skills are also used to keep both shouts active.
Armor should be Centurion's for the +10 armor under shout or chant, since you will always have one active.
A good choice for spear is a barbed, defensive, or sundering spear. Shield must be a Tactics based shield, unless you can find one that is Leadership based (?). The collector shield from Nikun is an excellent choice, as the extra 30 health allows you to take a major rune of Spear Mastery for a little extra damage.
Soldier's Fury has a low energy cost to cast, but it needs recasting every 33 seconds, and you do not receive the speed boost unless you have a shout or chant on your character. Thus you must keep a shout going at all times. With this build, that is either "Watch Yourself!" or Anthem of Flame, or a shout or chant from another party member.
Before combat, activate Aggressive Refrain to gain the +25% attack speed boost. Then activate Soldier's Fury and Anthem of Flame to gain the additional 33% speed boost.
First strike can be Spear of Lightning for the increased damage and burning, though you will lose the speed boost from Soldier's Fury unless you recast Anthem of Flame, or until you have enough adrenaline for "Watch Yourself!".
During combat, keep "Watch Yourself!" going and Anthem of Flame whenever you feel like it.
Keep alternating between spear skills. One is energy based and two are adrenaline based, so you always have one ready to go. Merciless Spear does a deep wound when target < 50% health, which is the equivalent of 100 damage against a target with base 500 health, so it is a very high damaging skill.
With high Leadership and spamming Watch Yourself you should never run out of energy with this build.
This is my favorite build for PvE. It's a blast hurling spears like you are on bennies. Haven't tested it in PvP yet but it should work just as well.

Yep, Soldier's Fury and Aggressive Refrain don't stack. I really thought I was onto something, but after watching it over and over, what I thought was a speed boost is just a hiccup in the animation. After casting AR, 2 or 3 throws go extra fast then it drops back to normal, which is the 33% boost from SF. And I see this hiccup after every chant/shout.
Still, 33% faster from SF is more fun than 25% from AR, but you can swap one for the other if you need the elite spot open.
Using Focused Anger defeats the purpose -- this build is for chucking spears as fast as possible for more damage + adrenaline. With the 1 energy based attack and the 2 adrenaline attacks I almost always have a spear skill ready.

Given you are focusing on fast spear damage, lower the leadership and raise the spear mastery. No point to having leadership that high, anyways.
Also, if you are using Soldier's Fury, I'd take "They're On Fire" to ensure you always covered by a shout.

I run a similar build, but I prefer to use aggresive refrain and then use a spear attack for an elite, so either cruel spear or stunning strike.
