I just reinistalled the game after 3-4 months away from the game, and chose my level 20 warrior currently at droks, and i need to download 9000 files! i thought i did that when i installed the game, (i swear it didnt happen last time) and worse of all its going at 1kb/s, even though i have a very good connection/internet.
Is this normal?

Yes, because:
Assuming you deleted/reset the GW.DAT file when you reinstalled (reinstalling was most likely unnecessary, I mean, why?) you now would have to play catch up on ALL the game updates since release.
I would advise you to use the -image switch once and just allow GW to completely update. This will be a long process but it will take care of all the updates for the whole game, no more loading progress screens, etc. You will still get update streams for future updates of course.
But, your update of 9k files doesn't sound so bad, -image will be around 39k. Because it's an update for the whole game even places you haven't been yet.
I run -image every once and awhile, especially if I have not played in a bit.
