Not a part of the Assault team

I searched for this issue, but did not find an answer. I cannot do the Docks mission from noobie island. When I talk to the guy that starts the mission, starting the mission is not an option. If I join a group, it tells the leader that I am not a part of the Assault team which means that they cannot go forward without dropping me from the group. I have done tons of quests on the island and have completed every mission on the island except the Docks one. I am already level 15 and have reached sunspear commander rank, so I am not trying to just take a run around noobie island. What did I miss? What do I need to do to be able to access the mission? I think that I dropped the quest where you learn how to control your NPCs because this is my 3rd Elonian character, but I can't access that quest now. How can I move forward? Help please!

had the same thing with my Tyria character, turned out i had forgotten to collect a reward for a primary mission.

I checked the quest log and I have nothing left to collect and no primary quests left. I also confirmed that I completed the other missions on the island. I searched through several cities for quests that I missed to see if they were primary ones and did not find any. In short, I seem to be totally screwed.

You must do Command Training (or whatever it's called). You say you 'dropped' it, perhaps you should go back and do it? If you go back to the Training Grounds, likely you can pick it back up.
Otherwise, I have no idea.
Edit: This is the quest sequence after Blacktide Den leading to Consulate Docks. Any of them look unfamiliar?

Otherwise, I have no idea.

Some guy was announcing free ferries to the dock, so I jumped on for the heck of it. I'm not even sure why I jumped on because I didn't bother to buy the armor or try the mission when I got there.
