Pain Doubler Paragon! High powered melee death for everyone!
Lordhelmos
I was hesitant to share this build because its so devastating... but here we go.
This all started when me and a friend we in a heated debate over GFTE and Orders. I was arguing that GFTE was better because it was easy spam, and my friend argued that you just can't beat the non conditional damage bonus with good old OoP. So I did the math and said "hey! What happens when you slap OoP on a command paragon...."
Build: Pain Doubler
P/N
Equipment:
20/-5 Shield, +30 Health (Command) and a +5e. +30 Spear works.
Attribute Spread:
Command: 15
Blood: 9
Spear Mastery: 9
Leadership: 9
Skills:
Wild Throw
"Go for the Eyes!"
Order of Pain
"Stand Your Ground!"
Incoming {e}
Blood Ritual
Leader's Comfort
Rez
The sole purpose of this build is to transform your combat based allies into meatgrinders of death. Before a spike you will cast OoA and shout GftE at the same time. Have you ever seen a warrior hit with eviscerate + executioner with both of these on? I swear you will see heads fly off. With command at 15 GftE has a critical hit ratio of 75%, which is just pain crazy. Since the skill is only a 4 adren cost, even without an IAS you can still spam it constantly. In conjuction with OoP, your thumpers will be smashing squishies into pancakes, frenzied sins will be making paper cutouts out of the enemy team, and shock axes will be splitting people in half. By using wild throw you can also cancel some annoying stances like mantra of flame and watch the poor monks bake in the searing.
Defensively "Stand Your Ground!" offers a bonus for monks and eles that stop to cast and overall boosts the defense of your team tremedously (especially while holding). You also have 7 seconds of incoming to foil spike attacks and relieve alot of pressure from your monks. Since you are running decent blood, you can even recharge drained casters with blood ritual and leaders comfort is your basic heal when your in a dire situation.
This is an incredibly balanced paragon build without alot of energy problems since you will be gaining a decent amount of energy from leadership and nothing costs over 10e. With your orders and GftE at you disposal, you can easily orchestrate a death opera of melee happiness for you team and also migitate a boatload of damage by using your defensive buffs. Monks and eles will love you when you drop by with a quick Br. Overall you have alot of very good options and skills at your disposal.
Morgahn also loves this build and runs it pro. With 2 Rampage thumpers in our group, we smashed alot of ranked teams with a high pressure attack. The build is plain devastating in the kind of damage it can offer to a high pressure team, such as Rspike or Thumper teams. On the flipside it is equally good defensively and can turn the tables with a high powered incoming!

I like this build as a whole, yet Blood Ritual is a Prophecies only skill. The "equivalent" NightFall Paragon skill is Song of Power, but that's a hefty 25 energy cost (and ends if someone uses a skill). That's way too much for what it does.
The Necro skill elite Blood is Power ain't bad if you can handle 33% loss, and that skill is core.
As for Stand Your Ground, I have yet to find a skill trainer for it. Where oh where can I get this skill? GuildWiki (at the time of this post) is empty of such important information in that stub.

where do u cap the elite skill incoming?
Golden_Mean
"Stand your ground!" isn't available at the skill trainer until late in the game. More specifically, Gates of Torment.
Back on topic though, I like the build. Two jobs in one, so now I can have MoW and Olias as SS and MM.

I keep my Master of Whispers as Orders, it really does kick some mighty ass when I get "Go for the Eyes" and Orders in a Spear of Lightning.
Phoenix Arrows
I have to say, it seems you might run out of energy quick fast.
Otherwise, quite nice.

Update: I tried this build pretty extensively over the last few hours, and it does kick some serious arse in PvE. I rarely had trouble with energy, but I did modify it some with Anthem of Flame and the Signet so I can get energy back quick. I'm not taking my toon to Tyria to get Blood Ritual, and I want the Incoming elite rather than the Blood is Power.
If you are familiar with the quest, Battle of Turai, you know how much a pain in the arse that one is. I switched to this build-ish, and kick arse with it.

I want to add Morgahn with this build too to see how I can tweak it. There are some baddies in the Realm of Torment that hit me hard - now its my turn.
Lastly, here's where to get Incoming! http://gw.gamewikis.org/wiki/Incoming

Im glad to see the build is getting good feedback, im having a ton of fun tinkering around with it. Wild throw is pretty situational and with a capable monk you can swap out leader's comfort for an energy management skill. It's good to have a +5 energy spear, radiant insignias, and 2 runes of attunement. That on its own will solve alot of you energy issues by topping your E keg out. Actually if you want you might be able to throw out using the spear and pump more points into blood for a stronger orders, or leadership to manage energy.

heres my version of what ur doing....
my armor was hooked up with this:
- 4 radiant insignia, 1 survivor insignia, rune of minor vigor, 1 major command mastery, 1 sup motavation mastery, and 2 ruins of attunement.
so i got +11 more E and 5 points towards motavation and command. even tho i lose 110 hp with those i am happy how my para is now playing...
now all i have to do is find the other skill trainers to get ballad of restoration, find their weakness, solders fury, energizing finale and aria of zeal...
plus caps some elite skills like song of restoration and incoming.
=)

I made some modifications to the build and ran motivation over using the spear. My new point spread was:
Blood: 10
Command: 15
Motivation: 7
Leadership: 9
My new skillbar is:
Order of Pain
"Go For the Eyes!"
"Stand Your Ground!"
"Incoming!" {e}
Energizing Chorus
Blood Ritual
Leader's Comfort
Rez
Even though the spear does piddly damage, I mainly use it to build adrenaline. GftE and Energizing Chorus charge so fast, I eliminated some of the energy problems by pre-singing chorus in order to pay of the cost of my other 2 shouts. This has been working a lot better energy wise, and I usually find my self so busying BRing, and throwing up buffs and defenses that I didn't miss the spear skills too much. My paragon is now 100% support. The added point in blood makes the order just a bit more painful and buys my team some more happy time with blood rit. The effect of order of pain and GftE stacked is insanely strong. Because both skills are on one character and GftE is an instant shout with no energy cost, I can hammer GftE right after I cast my order and watch Koss's axe melt through some poor monks head like jello. Very fun
*Note I found it very nice to have control of the orders and GftE. This eliminates the need to time each one, and as a watchful paragon I can hit both at once before an extremely damaging skill like eviscerate and make sure someone makes it to grenth on time. Some warriors have been telling me about some very big numbers popping up over the heads of unforunate victims.
With energizing chorus paying off the other shouts and +5 E on my spirit spear, attunement runes, and radiants im having no real problems with energy unless I get overzealous in trying to do so many things at once. I still feel that with this paragon my effect on the battlefield is very strong indeed.
*Also tried this with Morgahn while running a barrage build on Jin, barrage was dealing some insane damage.

As much as Stand Your Ground is a good skill, I can't stand its recharge time.. I was running it in AB and only used it a couple of times.. 45sec!?!? jeez.
Otherwise, it's a very interesting build.. I'll go find OoP and try your build.

But it lasts a very long time. 30-37 seconds of +24 armour for everyone if they aren't moving.
Eclair
Why not try Energizing Finale as a energy management? You can cast it on multiple party members at the same time, as well as yourself, and everyone benefits from it.
OlMurraniKasale
Energizing Finale works for those with Motivation. The original build doesn't have any points in Motivation, but it does look like the OP's offshoot has a few. It costs only 5 energy with a nice 5 second recharge, so its a good option.

I am currently running something very similar:
1 Leadership Crest
1 Sup Vigor
1 Sup Leadership
1 Minor Command
1 Minor Spear
Attr:
Blood 8 (no need for 9 cause difference in damage is only 1)
Spear 9
Command 13
Leadership 10
I geared out my armor with Centurion insignias (have not a single problem with energy so far)
Skills:
1. Anthem of Flame (causes allies to cause burning with next attack skill)
2. Order of Pain ()
3. Energizing Chorus (used purely for the extra +5 energy with 10 leadership)
4. Go for the Eyes! (increased chance to crit)
5. Barbed Spear (causes bleeding)
6. Aggressive Refrain (increase own attack speed by 25%, has added effect of getting adren faster because of faster attack)
7. Leaders Comfort
8. Res of your choice
Note that my attributes is a bit weird, but I honestly have not bothered getting another crest yet. Wil do that when I feel like it.

lol nice build might try it later

Lordhelmos
I did think about using energizing finale, but at 9 motivation you get about 3 energy back. If you have a warrior with watch yourself in the party it is a good choice. For incoming and GftE you get about 3 energy back every 5-7 seconds. Energizing Chorus is adrenaline based and charges very quickly with no cast time. Basically you can use stand your ground and incoming for free, which saves a good deal of energy as well. I would say its situational on which one you use.

Pretty much enter the zone (if you haven't been there before) and one of the cap'ees should be right in front of you.

if your spammin orders, might be better to go with +energy or armour, as it sacrifices a % of health, while heals are absolute. but on the other hand your far more likely to get toasted in elona :/
paragon is a great team buffer, thats for sure

I guess this build is ok for not having to bring a necro. I can't say it's my favorite though.

If you don't like the energy and health costs of Order of Pain, I would suggest looking at Anthem of Envy as an alternative.
EDIT: Played around with a pure Paragon build that is based around the same concept: increasing party damage output
Soldier's Fury
Find Their Weakness (Optional)
Go For The Eyes
Anthem of Envy
Spear of Lighting (Optional)
Stand Your Ground
Never Surrender
Signet of Return
Use:
After fight starts use Stand Your Ground + Soldier's Fury in order to build adrenaline via IAS
For the spike, Find Their Weakness + Go For The Eyes + Anthem of Envy then call target
Alternate Never Surrender and Stand Your Ground to take a little pressure off the healers
