PC on perfect necro offhand

I would like a price for this please.

Req 13 is nowhere near perfect. That'd be great if it was a req 9, but 13 blows the price.

req 13.....few ks or salvage if its not a rare skin
for necro, attribute+1 20% or hct, hrt would be good, not RD-3 while hexed. i never PVP so dunno if its good for PVP or not.

It's a common skin. I'd salvage/merchant.

Anyone got a price for it? Just incase I come across someone that might want to buy it.
