They are only for your PvP characters. Although, if you unlock the skills, you can also get the skills for your PvE character, bought in ANY skill trainer from the campaign the skill's in.

ok, when you unlock a non-elite skill via balthazar faction (or the SE key), that skill becomes available for purchase at all outposts that could possibly sell it (no elonian skills in tyria). Skills unlocked for pvp can be later purchased or in the case of elite skills, aquired for a pve character.
Erudition
You can purchase all the skills for a certain campiagn + core skills if you find the right traders, and elites you just have to know which boss to cap from.
