The Idea: Anet pays (or simply allows) 3rd party independant companys to update areas like Tyria and Cantha, with new content such as quests, missions, items, areas, armors, anything you could imagine.
Now you may start thinking, how could Anet allow people to update their game, it has to be story based, and we wouldn't want our wonderful game ruined would we? The guild wars community wouldn't want corrupt quests, missions and areas that didn't tie into the storyline.
So now, without further adue.....
How it could work: Anet could provide independant companys, and/or seperate people a program to edit the game. The game template, or whatever you would want to call it, would be completetly offline, and allow you to make changes to the game, with a program of some sort, perhaps even the one they use, to make the game you wanted.
For Example: Suppose Bob downloads the GW software editior program, with all the features of the game, minus the fact he can't play it online. Bob wants to make a quest in Kryta, and so Bob does. Bob enjoys the quest alot, and it ties into the storyline, so Bob sends his quest idea into Arenanet, so Arenanet simply says yes/no, and all they do is update the area. If they say yes, its a new quest in Tyria to do, and Anet doesn't have to pay anyone to make the quest.So, Bob does all the work. Of course, Bob doesn't care about the money, because he made a quest in the game and thats more than enough reward for Bob.

Or, perhaps Anet could hire very small, independant companys to work on areas of the game, for a small fee, so they could focus on New Campaigns while this small 3rd party company worked on new quests, and areas for the previous campaigns.
Either way... who wouldn't want to make a quest for everyone to see?
The cost for us: Now I seriously doubt anyones going to pay 5 dollers a month for quests done by users/player community. I do however believe that people wouldn't mind paying 5 dollers a month for streaming new content into Tyria, Cantha, and soon to be Elona. The content would connect the storylines, grow and expand the game and its people who play it, and make the game overall better if done correctly.
In Conclusion: Anet's staff knows it cannot support constantly streaming new content, so this would be the solution. It could be half and half, maybe 2 or 3 independant companies to update areas approved by anet, and user made quests/items and soforth. Of course Anet wouldn't pay user made quests, but I'm sure they would jug some money for a huge update to Tyria, if done correctly.
