When the patch came out on Halloween, I was able to catch a pre-patch district where the king had not spawned - he didn't show up until someone came near the spot where he spawned.

I moved both my accounts to where he was and proceeded to do the sequence. Doing the music was challenging, because you have to emote 5 different intruments while he is checking, otherwise you die.

The payoff is that RPS is all yours!
