Can US Factions Pre-order keys work with EU accounts?

See topic, a friend got one due to limited availablity, I'm wondering if it'll work with his EU account.

I've heard from a couple people that've tried it that say it doesn't work; but everytime someone mentions this there's a couple of people that admit to never trying it but still insist you can.
