I have heard that you have 100% chance to salvage a rune when you find it in the armour of a monster? Can someone tell me if this is true?

It is not 100%, there is still a chance that you won't be able to salvage the rune but it will just turn to a crafting item. I believe however that using a Superior Salvage Kit over a Salvage Kit, will give a much better chance in salvaging the rune, but this I have not confirmed yet.

100% CHANCE OF RUNE SALVAGE FROM DROPPED ARMOR.

SUPERIOR SALVAGE KIT IS IDENTICAL TO EXPERT KIT EXCEPT FOR 100 USES INSTEAD OF 25.

Dropped armor is 100% as far as I've seen it; it's also in the game update notes at http://www.guildwars.com.
