Well uhm u should give us more informtaions....is this for pvp or pve? And if pvp, what kind of pvp? Anyway I would take away rebirth for a swap with the classic rez signet 
Then if u want u could use sun and moon slash+hundred blades for a 4 hits in 2 ....dunno if I made u understand

any ideas? Thanks to the new AI, it's almost a sin not to run with both a speed skill and an IAS. Most people accomplish this with Enraging Charge and Flail. Rush can be used instead of Enraging Charge if you prefer. Try something like this and tell us how you like it.

You can take out Bull Strike for Healing Signet.. bleh. I'd rather let the monk heal my swordy bum. If you're thinking PvP, it would be a great idea to put in On Your Knees - combine this skill with Bull Strike on Enraging Charge for an infinite chain of KDs to punish kiting.. unless they hit a stance.

any ideas? Thanks to the new AI, it's almost a sin not to run with both a speed skill and an IAS. Most people accomplish this with Enraging Charge and Flail. Rush can be used instead of Enraging Charge if you prefer. Try something like this and tell us how you like it.

Finally, as has been said, mobs run nowadays so bring something to stop them from doing that... such as Bull's Charge, Bull's Strike, or maybe Hamstring
The parts I like are Healing Signet, Sever/Gash, and Rebirth. Maybe you could change Galrath Slash for Final Thrust, both are good, it's up to personal taste.
