Even in a FPS camera standpoint? (=zoomed all in) ?
Maybe the elevation is too high, to look down. Your camera is hovering above yourself. Thing to consider.
(Excluding the glitches of foes looking like standing on open area, when actually behind a rock, wich hardly occur I think.)

Its notorious in the FoW spider cave although you can use that glitch to your advantage, Simply being beside a wall is considred an obstruction.

Also, your elevation being too high argument doesnt hold, as a ranger, I ALWAYS seek higher ground and I have hit enemies from MUCH higher elevation than what is shown in pic 2.

I suggest reporting this to A.net support.
In truth there is simply no point posting here in the Screenshot Expo of all places, besides we can't fix it, and semi-complaining about the problem.
