I'd like to know how rare these are, if they still drop, and last but not least, a PC

I know it's not perfect (-3 hexed), but meh. I keep forgetting it's in my inventory.

I haven't seen one drop in a long time, and if my memory serves me right they stopped dropping around the release of +30HP always shields... not sure though. In any case, any opinions or info would be appreciated. Note: PC's several months ago were at 10-15k.

EDIT: Due to karma being awesome and such, I just ran across a retired Drok's runner who gave me some valuable stuff for free. Any PC's on this stuff would be appreciated. Thanks!
