Wand Wrapping Question

I was just wondering, with regards to Wand Wrappings what the maximum on Quickening is.

I've just got too Gold Blazing Wing Wands in a row, and one is 10% and one is 9% on recharge of all spells. Is 10% max, or can you get 20%?

A Wand Wrapping of Quickening can give a max 10% chance for all spells.
A Wand Wrapping of Memory can give a max 20% chance for whatever attribute is required for the weapon.
