Signet of Stamina--has anyone spotted it on any bosses?

this skill can be bought at gate of torment which I am aware of. My question is which boss has it so i can capture it earlier in game. thank you for reading

I'm not sure if you can cap it, but you can just PvP (or Zaishen Challenge if you want it easy), then unlock it for 1000 balthazar points. Since it is unlocked your characters will be able to buy it from any skill trainer.

Yes it is. I have used this trick to get Mystic Regeneration and other such endgame skills early for my Dervish.
You DO have to be on the right continent, though. Firstwatch Sergio won't teach you Signet of Stamina, but the skills guy in Kamadan will.
Also, it doesn't work on Elite skills. (Obviously)

Since I got one of my characters thru the game, I just purchased the skills at Realm of Torment. Works very similar to this (costing gold instead of faction). Realm of Torment is exactly like Ember Light camp, where you can purchase all non-elite skills for that class.
Once they are unlocked, anyone can buy them. My Dervish (lvl 8) has mystic regen, using that method. Just a matter of switching your secondary from the sunspear sanctuary.
