The skill description says it transfers negative conditions from foe to surrounding foes...I just wanted clarification whether or not the targeted foe keeps those conditions or loses them. I was considering having it for a PvP skill, but if the targeted foe loses them, it would probably be rather useless in most situations since a bunch of enemies being real close together isn't too common. Maybe it's a better PvE skill.
