Ebon dust aura + Dust cloack?

Does ebon dust aura + Dust Cloak works? I mean if you dont have an earth styche weapon, but you have dust cloak, does that work??? does it does blindness?? please someone explain this for me...

Basicly; it works the same as the old flame slinger build 
it used kindle arrows + conjure flame, and yes that worked. No reason why this shouldn't!

But how come it doesnt work on normal attacks??? It only works, i mean i can only blind my enemys if i use an attack skill with it? Is that true? help me out here

For 30 seconds, if you are wielding an earth weapon, your attack skills also cause Blindness for 4...9 seconds.
