Actually Gaile made it sound like that was a glitch that would be fixed when the area went live. It was not fixed until a few hours later. The manual that shipped with nightfall listed Razah as a variable profession hero and I think they intended it to be that way but ran into some trouble somewhere and settled on the rit since that was the one missing.
Razah as a variable to allow a greater variety of builds etc would be worth excessive faction and the onerous task of acquiring him in pve. Now that they've changed him to a rit he's worth hardly anything (unless someone who gets him comes up with a killer hero battles build that can't be countered without a primary rit of course).
edit: I'm not flaming ANet. I love them and I love the game. I'd just like to see some honest owning up to whatever the problem was with a hero with a changable primary and whether they are still working on completing him or have given up. As it is now they seem to be saying that rits are so uber leet you should be willing to do whatever is necessary to get one and that just seems like an attempt to sell more copies of factions. Again not flaming just respectfully requesting answers.
