This is by no means a silver bullet build for the Domain of Anguish. It's meant to fit in with a balanced group with some form of energy support. You will be plopping spirits down like mad.
Basically it's a variation on the Rit Lord build but the idea is you need to keep Union and Shelter long enough to survive your initial encounters with the residents of DOA...
Communing 16
Spawning 13
Signet of Creation
Signet of Binding
Union
Shelter
Displacement
Boon of Creation
Ritual Lord
Flesh of my Flesh
The idea is to put signet of binding on Shelter and then use Signet of Creation on all three spirits right as the battle begins. With PuGs I've had decent success. This is especially true if you have a BiP necro and two decent monks.
My other thought is that a the attack rate needs to be slowed way down:
Necro with Shadow of Fear and Mesmer with Migraine or other slow casting hexes. Anything to keep the spirits up long enough to allow for recharge.
Anyway... I'm not saying this is the key to all the woes for DOA, but it's definitely a decent build for a Rit to run.

Well with a good group we were able to clear Torc'qua and I was on my Rit...
Energy is an issue... that's all I will say. However, Union and Shelter that don't drop in 3 seconds... and usually last around 20-30... that's very good for this area.

I've heard some people had success with Soul Twisting rather than Ritual Lord (Destroy target allied spirit. The next Binding Ritual you perform casts 66% faster and recharges instantly).
So basically cast a spirit you don't need and destroy it, then you can get an instantly recharging Shelter. You can do this every 15 seconds.

The problem I had is that you need to cast a spirit... so I guess you bring something like Pain which is a 3 second cast and cheap. You do have to worry about Pain attacking though because that will draw aggro. Personally it was tough for me to ST correctly so I went back to Rit Lord. I think if you can manage creating/destroying with ST then you may have better mileage. I just wasn't that adept at it.
On another note... here's a completely untested and experimental build that has a deep pool of energy:
Communing 16
Spawning 13
Signet of Creation
Signet of Binding
Union
Shelter
Empowerment
Ritual Lord {E}
Mighty was Vorizun
Flesh of my Flesh
My main concern is keeping Empowerment away from Singet of Binding and also remembering to refresh Empowerment and Vorizun. Otherwise... tons of energy (68 for me) and fast spirit recharge with Ritual Lord. The depth of the energy pool is nice for battles that will last over the 30 seconds that Union and Shelter will potentially last. If you can keep both of these spirits up for over a minute... then you have a good chance at defeating most of the average sized mobs in DoA.
