Where is Apply Poison in NightFall?

I am trying to get Apply Poison for my Ranger secondary.

This link http://gw.gamewikis.org/wiki/Apply_Poison says that Tohn In Kamadan has it.
The follow on link http://gw.gamewikis.org/wiki/Tohn doesn't show it.

I have been to him but it is not available.

Anyone know if it is available before you leave the first Island?

Do you have any of the other two campaigns? Apply Poison is a core skill so should be available from your Guild Hall's skill trainer if any of your other chars has unlocked it. If not, just unlock it with some Balthazar Faction and then grab it from your Guild Hall.

IIRC, it's not available anywhere on Istan (the island). Yohlon Haven (the other spot listed in GuildWiki) is the 1st outpost you reach when you're on the mainland (right after Consulate Docks mission). That's may be the earliest you can obtain Apply Poison. I haven't actually verified this in-game but you might wanna check it out if you have that location on another character. Hope this helps.

Thanks for the help. I unlocked it from the Balthazaar priest.
I had noticed it there before but it said it was only for PvP characters, so I didn't unlock it.
