so is it worth anything ?? or is just a pretty staff

*note* it can be inscribed and i changed the 15^enchanted to a 10% recharge if that makes any diffrence

seems to be missing an inherent mod, i think, otherwise it would be more popular i wager.
I do like those, but i never find one with decent stats either.
