Anyone have any idea what the greatest number of negative health arrows you can get on one character? I mean lets think about it for a second. On a team of 8 say you have at least 1 necro, 1 ranger, 1 mesmer, and 1 warrior. The necro can cast life siphon which is 3 and rotting flesh which causes desease which adds 4 more negative health; the ranger can apply poison which is 4 more; the mesmer can cast conjure phantasm which is 5 more; and the warrior can sever artery which adds 3 more....totall it up you have 7 from the necro, 4 from the ranger, 5 from the mesmer and 3 from the warrior, thats 19! 19 health degradation thats like instant death!!! And those skills aren't hard to find, and is only 4 of the eight players...

at any given point a character can have 10+ or 10- pips of regen/degen
technically it caps at 30 pips total, though I doubt it's even possible.
for example you get hit with -10 degen, then somehow get +20 regen, that would cancel the -10 entirely and then give you 10 pips of regen.
