Hi there... as the title says, can somebody PC this shield?

If the attachement wont work, stats are the following:

armor 16 (req. 9 str)
Health +44 (while in a stance)
Inscription: "The riddle of Steel"
Armor +10 vs Slashing damage

Had a few of these recently, sold a couple straight up for 30, then had a lot of trouble spamming the remainder for 15k..
