For long, I've always visited Isle of the nameless (place outside Temple of balth) for doing lots of random tests. The Master of lightning always used to do 115dmg against me with Lightning orb (was wearing Tormentor's chest/leggings at the time). Against 60 armor, it does 132dmg. Recently, something seems to have changed. I still wear the same armor but Lightning orb is now doing 132dmg to me.
I thought it was maybe hitting my gloves, feet, or head, so I took those all off leaving only my Tormentor's chest/leggings on. Lightning orb did 132dmg, but it used to do 115dmg. I then switched my chest/leggings to a 60armor set......Again, it did 132dmg!
I thought it was maybe just my Nec, so I switched to my monk who has a full 60armor set.....Lightning orb did 132dmg. I went and did another test on my Nec. Wore only Tormentor's chest/leggings and took off the rest (so I'll know if he got hit anywhere besides the chest/legs) and equipped him with an offhand that adds 10+armor when hp is below 50%. Lightning orb was doing 132dmg, but when my hp went below 50%, I took 111dmg.
I'm not sure what's with these number changes but, it seems the armor bonus on Tormentor's really isnt working

Well Cathode Reborn im not sure if this helps but I recall Anet putting out a patch that changed it so that armor adding things only aplyed to phy damage.. now I have not seen this problem my-self ( have not gotten around to testing out the armor) but I would be willing to test this out also and maby see if maby it was not the armor that changed but perhaps the skills damage or the npcs stats. Eather or I hope the armor is working cause all my armor is based around 70 lol. looks like you did alot of testing so all I can do I guess is dig around to see if the skills damage/npc was tweeked or if the water around him now adds damage.

Some warrior stuff got changed to only protect against phys dmg. I looked back at last October's updates, but didn't find anything sayin that Tormentor's was changed to protect against physical dmg, unless I missed somethin o_O

I just did another quick test. Equipped some max Nightfall armor with Tormentor insignias, and they clearly have the 10+armor that my luxon15k Tormentor's chest/legs doesn't

armor bonuses will state vs what type of dmg. if no type is given it then count tward all types of dmg.

No type is given for this set, yet the armor bonus has no effect.
Also is this bug only for the luxon/kurzick versions, or does it affect the tyrian ones as well?

This really sucks TBH, I've been wearing my 15k Luxon (Tormentor's) since I bought it awhile back. I really don't want to go and buy a whole new set of it with a different bonus (probably go with +energy since the SR nerf) and not to mention my current Luxon armor is dyed Black,Blue,Green and Purple . I even tested this myself and it does not give the stated bonus.
Please Anet fix this bug. It should not be broken for this long and should have been fixed as soon as the info about hit the fansites. Stop nerfing stuff and fix your bugs!
