Ulcerous Lungs Has a BUG

when testing ulcerous lungs I found that it did not in fact effect the nearby foes,
only effected the target foe. I tested this skill with other people in my guild and
they had the same problem, is this an error in wording or a bug.

Tested it in Isle of the Nameless. Definately Bugged.
