Its not very rare anyone in game can get it pretty much.

There are alot of theories out there that its part of a secret quest to find Gwen from pre-seer. But i read somewhere from GW/Anet that its a broken quest maybe it will get fixed but who knows.

Well they could if it were still spawning, but it isn't and thus they can't.

it's for the secret cow level.
you have to put the cape and a superior book of identification in a belt pouch and then drop the pouch on the ground.

livingston its only worth something if someone were desperate enough to buy it! but i don't think you will find anyone.

these r like the glitched dyes, only valueable if u find a buyer or collector, other wise worthless, still goo to keep tho, incase the secret cow lvl does 1 day open up...

I'm betting its getting rarer and rarer. Not as useful as the 15% always weapons, but nonethe less, wish I had hung onto the ones tha I had found.
