jus a quik question,

i noticed that profession changers say u have to be ascended or closer to the stars to change your profession (prophecies and factions), so does that mean that nightfall only accounts cant change their secondary?

You can change your secondary as soon as that NPC shows up in the Command Post. You have to finish the "Building a Base" quests.
