Okay, I know what you're talking about since no one else seems to...

The Song of Restoration elite is cappable from a boss that only exists in the uncorrupted version of the Garden of Sebhorin.
You can only get into the garden BEFORE the garden becomes corrupted - or AFTER you have beaten the game
If you have got the nightfallen garden and are yet to beat the game you need to find someone who has not yet got the corrupted version. That will let you enter the garden and cap the skill.
It won't work if you try and go in with someone who has finished the game. I found this out last night, I finished NF, knew a guildy who wanted the skill so offered to get them into the garden, we went in but only got the nightfallen garden. Me on my own = Garden of Sebhorin. Me + guildy = Nightfallen Garden.
So in the end, we had to recruit another guildy who was yet to get far enough into the game for her Garden to be corrupted. With her in the party, the garden was the right one that we needed
So - either beat the game, or find someone to help.
