That's easy, Age. Greens didn't exsist until about 6 months after release. One of the things they added with the Sorrow's Furnace update were green items. Bosses made before then havn't gotten any greens.
As to why that is, I'd say that that's because it would either take too long to make so many different items or because it would imbalance the game somehow.
Because "greens" were introduced with Sorrow's furnace. The already existing Tyria bosses weren't retroactively outfitted with greens. But greens have been added: SF, tombs, the falls, prophet's path, talus chute...

The discussion page on guildwiki for Kessex Peak also mentions a boss, but the guy says the name is "Morg Deathbane" a warrior boss, dated oct. 27. So probably no new goodies... Went to take a look, he didn't spawn for me...
This boss must not be a 100% spawn... Cause I cleared Kessex Peak twice and he didnt spawn (and clearing Kessex Peak is a task...theres like 2million Verata enemies in the southern tip..)
Doing a google search I saw GameAmp has a pic of him but no information or map to spawn point.

Just because wiki doesn't list him, doesn't mean he hasn't been there for a while. However, since most of the hardcore wiki contributors seem to scour the far corners of the game for new content, it is surprising he's not mentioned there at all.
It's true wiki doesn't list it. When i searched for Morg Pebblebound nothing was found. So are you really sure about it, and are there any more bosses which were added recently in area's such as kessex peak?
I agree adding new bosses in frogotten palces. This makes more people go back to Tyria to do something, Tyria is empty, since the release of nightfall. I don't agree with the part of adding new greens to the campaign. There are more than enough greens in the game, and adding even more will reduce the demand and prices of golden items, which are REALLY rare.
