If you have the quest, just double click on the alter's name. I believe that will update your quest. It's been a looooong time since I did that mission though.
When you click on it the Barradin Family Urn should turn into Urn of Altheas Ashes.

Hold the alt key to help find the altar then click on the yellow text.

I miss the days when the ashes were outside Nolani. >.<
Click the yellow text that says altar, and you should get ashes.

Yeah I know but I don't get the ashes . Is that a bug or something?

You can buy them in Pikens Square as a cheap way out since many people see to have trouble with that quest.

My apologies if this comes of as patronizing, but you didn't give many details of your exact situation here. So I'd rather not make any assumptions that may add to the confusion.
exaN, you're using a Tyrian character with the Althea's Ashes quest in your quest log, right? You need the quest active, and it's only available to Tyrian characters. Do you have the Barradin Family Urn in your inventory?
Maybe you're not doing the quests in the right order ...
WARNING - SPOILERS BELOW
Viggo (in Piken Square) gives you (where "you" are a character from Tyria and haven't ever completed this quest before) the quest to find Althea, "The Duke's Daughter."
You find her ghost and return to claim the quest reward from Duke Barradin (also in Piken Square.)
Upon accepting the quest reward, the Duke now has a new quest unlocked for you, "Althea's Ashes" When you accept it, he gives you an item in inventory called "Barradin Family Urn"
With this item in inventory, you go to Flame Temple Corridor and click on the alter. This turns the "Barradin Family Urn" inventory item into "Althea's ashes" inventory item, and you take that item back to the Duke for the reward.
Also watch out, as the "Althea's ashes" item looks just like piles of glittering dust (they don't stack together, but they use the same inventory image.)
It might also be an issue with a full inventory. Maybe the program actually tries to first add ashes to your inventory and then delete urn. If so, it could fail if your inventory is full when you click the alter. Put something on the ground to open an inventory slot and try again. I know this is a problem with salvaging materials you already have stacks of in inventory but no free slots.
And yeah, maybe a recent update bugged the quest or the alter. It's certainly possible, but all my Tyrian characters have done that quest, so I've no way to check for sure.
Oh, and I wouldn't recommend buying them. That's just if you're too lazy to do the quest yourself (obviously not if you're out at the alter) and just want a quick 2k XP for 50g or so.
Also, I've seen a lot of people in Piken complaining that they paid money for ashes and didn't get the xp reward - usually because they don't understand they'll still have to do the work to get the first quest and activate the second.
GL! Please do keep us posted. If it does turn out to be a bug, it should be reported.

Thank you for your input LicensedLuny, but I actually have all of this. It's not my first time doing the quest. I guess it turns out to be a bug.
Thank you all for your help.
P.S.: My character is lvl20, I'm trying to complete all my old quests, It's not for the XPs :P .

Ah, then yeah ... sounds like a bug. Did you report it?
And yay!!! for completing all the quests just for the sake of completing them!
Glad you didn't take offense.

Any word on if this is fixed or not? Or if it is bugging for anyone else?

Edit: Just an update, it isn't bugged. I imagine OP simply didn't realize that the ashes would like Piles of Glittering Dust.
