It's been suggested before, the difference between HSR and HCT of spells is that they are not energy efficient. Half skill recharge promotes spam with is bad for energy, while Half cast time also promotes spam, which is bad for energy. A Half energy cost doesnt promote spam (but unlike the other two, it relatively wouldn't affect spammability in a negative way), but is good for energy.

This mod would be overpowered. Half cast and half recharge are nice, but any caster willl tell you that the real control over casting speed is energy. Energy management plays a major role in any good caster's skill bar, and energy costs are calculated to balance the power of a skill with it's ability to be used. Interfering with that would seriously mess up the metagame.
